Law Practice

Norm was admitted to the Oregon State Bar in 1974. He was a Deputy District Attorney and then Chief Deputy District Attorney for Clatsop County before joining SAIF Corporation in 1979 as a Trial Counsel and Special Assistant Attorney General.

In 1983, Norm also began defending claims under the Longshore and Harbor Workers' Compensation Act. He later became SAIF's legal division pulmonary and asbestos disease claim specialist. Norm joined Sather Byerly & Holloway in 2005, where he continues to defend claims under the Oregon Workers’ Compensation Act and the Longshore & Harbor Workers’ Compensation Act.

Professional Activities

Member of the Oregon State Bar; United States District Court, District of Oregon; United States Court of Appeals for the Ninth Circuit; and Workers’ Compensation Section of the Oregon State Bar.

Norm has been a featured speaker on workers’ compensation topics at seminars sponsored by the National Business Institute and Northwest Longshore Administrators’ Association, among other organizations. He writes a quarterly Longshore & Harbor Workers' Compensation Act case law review for the Northwest Longshore Administrators' Association.
